my weapon skill doesn't work

i have an 150 archer with dragon bow, and my weapon skill ( spirit blackhole) doesn't work. I used it for 3 days and i PK'ed and i dueled many times and none of the opponents were affected by the debuffing skill.

yes the weapon skil says :  Spirit Blackhole:  has a higher chance to dispell target possitive effect

i im not wrong on bows the addon gets replaced by the gem u imbued. so the bow addon wont work but only the gem effect.
