Not sure where you found that #5 Rule but when registering for an account it shows forum rules and has a link , which does not show that rule you posted

Actualy nevermind that is for Custom GM events , not the forums.

And it doesn't matter what it's for, it's used in any situation dealing with GM complaints, Aga himself has used it.
