I dunno of any Dutch facs, but my faction has a pretty high concentration of Dutch members.

I am Dutch, we have more Dutch people in faction.

Speaking strictly for myself, I do not have any desire to make or join a Dutch faction, I love meeting people from all over the world and exchange things about our lives.
It always amazes me, frankly, that there is such an apparent need for 'national' factions.

But it is a game so by all means, everyone should do the things that make it most fun for them. For me, that means taking a break from all things Dutch that are my daily life and meet people with other backgrounds, languages, habits, whatever.
