Question of Weapon Rule

Rule :

*You, and only you, own the weapon model under the following situations:

*You bought the model files from a designer and the model is currently not in-game on any custom weapon.
*You bought the model files from somebody else who used to own the model and the model is currently not in-game on any custom weapon.
*You are the designer of the weapon and you have not sold the model.

Lying about any of the information that needs to be provided will result in permanent removal of the custom model, without any refunds.

My question
-There is a rule, so I ask how is this possible?
-I understand that everyone wants a good Weapon, But that's a bit too much.
-The first rule openly describes that one file cannot contain more Unique than one Model in server, only 5 Copies
