I did it! I localized it to chinese

Im a little late for this because i check in entire forums everyday ofc (not). 

But you can windows key + R and go to regedit, find epw or w/e other game you want to change lang and do there manually, will need you to know your machine and where you put the game folders but its possible.

Now if you dont have windows key we have found someone crazier than me D:

No need to modify regedit. You need to modify the data under pw/element folder.
configs.pck: skills, system tips, items desc
element.data:  Items name
interface.pck:  system interface
task.data, task_npc.data:  task and npc
