That's not the case, EPIC jsut has it's own customized balancing system with the gears. You're just used to it, any other server has different type of balance. You just gotta adapt.

It's difficult to adapt to something if your class randomly loses 40% damage output and gets additional 60% damage received overnight.
Not to mention, PWI-type balance has been way off since years with the introduction of ridiculous amounts of spirit and attack/defense levels. The stat differences between players are much higher than here.
These are just few reasons why the EPW balance is superior.
