With new alt politics (if it is enforced correctly and not just watched through fingers) dont think there would be that much problems form it and yes the "earn X amount" before reward might work, but then NW would just turn into RPK fest (which might be not that much of a bad thing).Tbh just removing the "reward based on score" which ONLY encourages PK than actually taking over terrains (with a cap which must be achived) while still keeping winner-loser difference (not 40-30-20-10%, instead 30-25-25-20% of total) there would still be competition on lands but less RPK.
