R8RR Confusion

Im trying to figure out why I cant find the NPC to craft this required Armour to get R8RR, i looked at the guides from two years ago.

Those are old 3-line armors, they were removed and replaced with 4-line armors.
That forge is meant for upgrading old 3-line into new 4-line

Yeah,the whole honing thing still confused me a little.

So, correct me if im wrong but the only way to get those perfect Rebirth stats are either by great luck of rerolling with Perfect Element or farming thousands Damascene Ore's am I wrong?
