They make them, or get someone to make them.

get a pic, upload it to image hosts such as  tinypic or imgur ...

then just copy the direct link to the image.

and set it as your signature using this code

Yup.
You can center with tags like

Code: [Select]

[center] the image url and image tags, then any words.. [/center]
