Can't get Master of Balance once using free PVE Titles stone on New Character

I appreciate that  new toons get 1/2 of all the PVE titles without doing them  but the last title in "Master of Balance" is not attainable. We can't dig the Tai Chi Seal since we don't get the Title pop up.  It didn't pop up at either the starting point coordinants or at the end point indicated in the 2 guides on the forum.

Without the title new characters who've used the free titles stone Can't Do Harbinger, I'd assume we can to Ares but haven't tried and if Christmas quests still require the title next time, new toons wont be able to do them either.

December Patch:
"*Quests that before needed level 140+ now need 200 000 reputation instead. Ares, Harbinger and Christmas quests will also need the title "Master of Balance" that you can get through Tai Chi Shore questline or Title Stone."
