Hit Homestead Lv11 but never got Charger's Paradise designograph

After hitting Lvl11 Homestead, there's a quest reward for the designograph Charger's Paradise. It may have been due to too many actions taken at once by me, but I never got the designograph. I now have a quest to use the item in my inventory, but it never appeared. Trashing the quest causes it to immediately pop up again, but I never get the item.

Please advise!
