for actual custom models you'd need blender or other 3d modelling program with a script
to edit them u simply need a .pck extractor/compressor i recommend Tros' one however you can go have a snoop on ragezone forums to find Angelica Pack : D

To edit .ecm's (weapon/mount/flyer) lets call it main hub i recommend strongly using notepad++ as it has lots of options which make job easier

For recolouring effects, weapons, flyers, mounts or any texture two good programs are photoshop and paint.net i recommend using paint.net as its faster/less laggy if u have low spec pc and does same job for free.

To create ur own gfx i think somewhere on ragezone forums there was a gfx editor i dont have it anymore but can go look around : D
