Master of balance title quest

Can't do this quest in any of my toons, nothing pops up when i arrive the spots to get quest.
Have got help in game but we couldn't figure it out so there is an issue with this.

maybe you are further ahead in the title chain.
Check to see if you have any of these titles. Press C then Title, then type the exact name in the search bar.
[The Past is Bitter]
[Veil Raider]
[Ghoulfriend]
[Shadow Raider]
[Monster Hunter] 
[Heart of the Sword]
[Master of Balance]

I don't have any of the titles. its some weird bug going on. maybe i had some of the titles and its like they were wiped out.

Try to check for this scroll

-- Go to location: 541 957 on ground
-- Receive a scroll near your mini map:

Change your resolution if you don't see it
walking around those coords should 100% pop the prompt to get that seal unless you already picked it up
In that case, check your bank etc

idk bro i just know it works for everyone but not to me

MyiO got titles from stone but all my other classes got the quest disappeared even those that had an advance in the quest chain

i didn't see the scroll before, now i see it and can start the quest
