There are some treasure coordinates where the treasure box spawns in the terrain and cannot be dug. Currently - I have this in Land of Buried Bones at coordinates 142, 326. treasure location is on top of the mesa (50m) but the box seems to spawn on the ground where it is unavailable. I've had this happen in the mountains in the harshlands, on the Island of Broken Dreams in the mountains just east of morning star valley, and in other deserted sea area locations. PWI used to have this issue with one location north of etherblade, but I haven't seen that here that I can recall.
