Some known Game BUG

How do u think is it known China mistake(then why dont they fix it so long) or as it should be cos bad translate of skills or dunno...

For example all ingame skills increasing opponent Channeling time ( Psy Disturb Soul, etc) doesnt work if target Got antistun(Any skill class or Shadow Binder powder/Vacuity Powder) and even if person used Fortify Genie Skill= skill debuff wont apply and work...

Any ideas?
