This quest is available from the Summer Harbinger. I was able to complete it yesterday on my Assassin and was rewarded with supply tokens (as expected). However, today on my Stormbringer, the Dawnglory Elder doesn't offer the needed quest. I was able to accept it from all of the other elders.
