It's same as old r8 in terms of actually acquiring it
If you have old r8 you can upgrade it to new r8 by using this guide:

If you are new and just want to make the armor, follow this guide, the icons change but in the end it's still same process:

As for the new dragon armors, Armors/Weapons/Accessories npc, 30 supply tokens + Demonic Token (from boutique) is all you need for each piece
