Bring back old faction and squad sigs

Bring back the old sigs. where you cant take  sigs while you are in combat mode and you need to wait almost a minute to take. pk is longer those days cause of waiting for sigs to be taken. not like these days ppl just wait for a new safe sig and can be ported EZ while combat mode. so people on PK nowadays will learn how to fly out during massive pk when they are getting pushed on cliffs or near wall. not take sigs in middle of PK.
