I'm just going to get to the point.
Is it only the Zoologist NPC where veno can buy pet skills?
I read several websites that you can also get them thru Faction NPC.
Here are some of those website:

I can't seem to find the NPC inside the faction that was mentioned on those websites.
If @Burdette purposely remove that npc, I got another several questions to ask.

Since there are 4 spot available for pet skills and the faction npc does not exist, what skills are a MUST have for a PvP pet?
Is there an item in which I can level up my pet mood skills? Or, do I have to keep Mood Training until I get the max level and the mood skill that I want? If so, that is like trying to get a triple interval on LA classes or triple channeling wrist on AA classes.

Yes. Zoologist or Pet Skill Trainer. Faction NPC skills were removed for balance purposes I assume, since the pets' defense/HP was balanced around the regular skills; the faction skills would probably make them too tanky.
