Dev time (resources) spent on implementing a language' symbols 2% of the server would actually use while it could go towards updates. Imagine him working on adding Chinese symbols while you waited for your content. I can see why it's useless, especially on a impatient game like this one.

it got implemented on other servers BTWand as for the updates u could clearly see how we used to wait over a month for new contents, if ppl waited that much for the previous update, I don't see how it is a big deal to wait for one another (if adding symbols would take forever to add) and we ain't 2% of the population we more than that we just don't speak it in public xD
