Why not make a repeatable quest  at shrine like 40ec or 5 st for 40Mobs 

Some pve players just try farm ST get chase and killed on all ns ... cuz they're ez To kill

TM runs are a good way to make some ST, especially if you get a squad with a BM

Normally if you just shout in WC you can nomally get a group pretty easily. 

Also, a lot of smaller factions will run you through if you just ask. There are tons of helpful people in game.
