Fr is fine as it is, those that been farming it since start almost got all their ornas sharded now on one charr.
Shards are not meant to be finished fast, considering the reward got raised you can get a shard in around 8 runs now, which is totally fine.
The extra PE also makes it attractive.
I understand people want to shard their ornaments faster but the small advantage you get from them seems balanced in comparison to the hours you spend in FR.
