are the new shards fragments tradeable?

Yes, anything related to them are tradeable. The way I made it, fragments should end up costing 20-25 EC each. You need total of 400 fragments for the final +5 shard, so that should cost around 10k EC. 
It's intended as:
+5 is 10000 EC
+4 is 5000 EC
+3 is 2500 EC
+2 is 1250 EC
+1 is 625 EC
