You can receive this quest multiple times upon failure, but you can only complete it once, as this is a one-time quest per character.

You will need to collect all requisite items to obtain the giftpack with contains:
120 Epic Coins
60 Supply Tokens
You will also receive an additional 150 Epic Coins after completing each quest from the Elder's and Tideborn King.

Elder of Archosaur - Bandit Gang Badge

Elder Location: 570, 648
Quest: Martial Competition

Kill 3 Bandit Gangsters located (552, 779) and around that general area
Then return to the Elder of Archosaur and turn in the quest

Reward: 1 Bandit Gang Badge + 20 Epic Coins

Elder of Etherblade - Frayed Poems

Elder Location: 433, 887
Quest: A Game of Wits

Click the Elder again and select the quest A Game of Wits - The First Riddle
Riddle: What holds water even when it is full of holes?
Answer: A sponge

Click the Elder again and select the quest A Game of Wits - The Second Riddle
Riddle: What howls though it has no mouth?
Answer: The wind

Click the Elder again and select the quest A Game of Wits - The Third Riddle
Riddle: What can you keep only after giving?
Answer: A promise

Click the Elder again and select the quest A Game of Wits - The Fourth Riddle
Riddle: If you try giving each warrior a weapon, you will have one weapon left over. If you try giving each warrior two weapons, just one warrior won't get any. How many warriors and weapons do you have?
Answer: 3 warriors and 4 weapons

Reward:  1 Frayed Poems + 20 Epic Coins

Elder of the City of the Lost - Souvenir Picture

Elder Location: 247, 646
Quest: Transformations

Why walk so slowly?
You have 2 minutes to go to Slowly (255, 641)

Swinging on the tree?
You have 2 minutes to go to Bouncy (249, 652)

A nocturnal creature?
You have 2 minutes to go to Night Gray (248, 636)

Reward: 1 Souvenir Picture + 20 Epic Coins

Elder of the City of Plume - Festival Perfume Power

Elder Location: 328, 428
Quest: Winter Spirit Hunter

Kill 4 Winter Spirits located in the sky at (366, 449) and around that general area. These mobs are Elemental Immune
Then return to the Elder of Plume and turn in the quest

Reward: 1 Festival Perfume Power + 20 Epic Coins

Elder of Tellus City - Fruit of Wishes

Elder Location: (394, 230)
If that location is difficult for you to find since he is in a tower you may step into the red/orange portal located at (388, 230)
Quest: Tree of Wishes

Dig 3 Star of Wishes located at (382, 269)
The plants are called Sapling of Wishes
Then return to Elder Star and turn in the quest

Reward: 1 Fruit of Wishes + 20 Epic Coins

Tideborn King - Bulky Sea Salt

Location: Teleport to City of Raging Tides. Speak to the Teleporter and click "Quest Related" then select "Cloud Temple" Once you port there walk into the temple and the Tideborn King will be there at (663, 134)
Quest: Under the Sea

Quest start: (640, 103)
You will have about 1:40 to go to each circle

First Circle: 651, 99
Second Circle: 672.94
Third Circle: 687.100

Then return to the Tideborn King and turn in the quest

Rewards: 1 Bulky Sea Salt + 30 Epic Coins

Elder of Dawnglory - Prayer Slip

Elder Location: (754, 851)
Quest: Dawnglory's Blessing

The Sacred Soil of Dawnglory

First Altar: 780, 844
Go to the above location and press the meditate icon that pops up

Second Altar: 776, 841
Go to the above location and press the meditate icon that pops up

Third Altar: 779, 839
Go to the above location and press the meditate icon that pops up

Fourth Altar: 776, 836
Go to the above location and press the meditate icon that pops up

Then return to the Elder of Dawnglory and turn in the quest

Reward: 1 Prayer Slip + 20 Epic Coins

Finally, return to one of the Harbringer NPCs and turn in the quest. All the items you collected will disappear and you will receive 120 Epic Coins + 60 Supply Tokens. If you add the Epic Coins you received from each Elder you will get a total of 270 Epic Coins at the completion of the quest.

It is a one time quest per character. I suppose the way I wrote it was weird or rather the way the quest explains it is misleading.

This quest chain is a 1 time thing. There is another quest hidden behind this chain - that's your daily.

it is a one-time quest. Completion of it during 1.4.5/1.4.6/1.4.8 does count, and you'll have to post in Helpdesk to get excess items removed.
