I've recently come back to EPW and find that when clicking a character to view their gear/fashion/lvl etc a message pops up and says I don't have the right tools to do this?
Any help?

I think you mean to see other player's stats rather than gear, since that doesn't require an item. What you need to observe other player's stats is Eye of Observation that is obtainable from God's Giving NPC
There are two options to display other players info on the selection: Player Info and View Character
