In short, homestead adds a new customizable area for each player to use and build their home in.
Inside this home you can do certain quests and adds furniture that allows you to make things.
There's a workshop where you can make items in, and once you upgraded it to the max you'll be able to make weapons.
Homestead also comes with the skill upgrades (like wizard's stealth while leaping) and Ultimate skills.
Ultimate skills are skills you need to farm a certain item for to keep using them, each class has their own one.
As you can probably tell by the name, the ultimate skills are stronger then the normal skills.

Yes they're used in every single map/instance in the game.
SB and DB are most cancerous with their ultimate skills.
EP is pretty broken too with the unpurgeable double health boost for 20 seconds (especially on cata wb).

 Wait until you see the new glyph system though, now that's cancerous.

Most don't really use them on PWI though, since they consume an item you need to do dailies for (untradeable).
Without it you can't use the skill.

it's useful on pwi for something to waste your time, eventually get workshop for crafting weapons.. we have forges for that shit. on epw we have a lot of time-waste.
