WQ not working yet?

Just FYI....I was able to get wq and go thru all the book exchanges but when I got title to the villa the quest isn't available from Li Mengai to turn it in.

I can make WQ for level 150 but unfortunately I cannot edit quest rewards (no tool for it yet).
So you will get EXP only (quest rates are x10).
