It's what I just said. Skill bars can be replicated on UIs, either by mistake or by choice (in which case this looks like a mistake when whoever worked on his UI must have been messing around with files) with cusomizations. It's probably located around the same area where the actual skillbar codes are located.

 
Regardless, look at the video and not a single picture. Does it look like a double send? Because to me, it does not.
I realize you might look at something and consider it a hack, a program,  or some sort of unfairness as a player, but you should take some things into consideration....
1. Even if it were some program ***ery, which I'm sure it is not, Agatio or any developer for that matter would have nothing to do about it,  simply because as stated before with scripts or Skillbots such as the spark one, it is impossible to keep track of such things 
2. Looking at the actual video, it does not register two skills.
In my opinion this makes it seem as you being bitter over a Loss in DT, and trying to make up an excuse for it. Hence y'all carefully analyze a video and try to find a fault. 
Tyrants had yet to win a DT up until yesterday (besides the time where we had the Draw a few weeks back) and they never went to be so bitter as to try and justify their loss to a "hack" that is clearly just a UI mistake.

why is it that when 1 skill in my video overlaps because it's sped up...but no thread was created when stajson posted video of him clearly using a skillsender where his skillbar doesnt drop...? I think this is clearly a guild hate thread simply cuz i am in tyrants

no offense to u burd, He actually hid the casting bar, and btw hes in my guild too so theres no proof, everyones accusing him too since he made the thread video ive seen chaos mizoreyuki domgrath(they went hard on stajson too btw) and many more complain about it, not just u. The idea i think is stop skillsender or w.e its called no1s trying to get u banned or what ever but this is clearly unfair advantage in so many aspects
