gof has nothing to do with attack levels 
gof = have a chance to inflect double dmg of the attacker's dmg.. so it depends on attacker's phy dmg 
attack levels = each !% atk lvl more than enemy's def lvls will deal more 1% dmg .. so it depends on the enemy's def lvls

Assuming it is the same here then it's a 1.4x multiplier, 25 att lvls = 1.25 multiplier

There are multiple procs with the same name on PWI. There's a Purify Spell 2 for example which has a 15% proc rate instead of 5% but it still just says purify spell in game. I'm not sure but I think GoF procs more on r9 weapons too (25-30%?). Never tried it with GoF but purify spell on r9 is around 15% for sure
