1. Game fps depends on your PC specs only
2. Ping depends on the server location only, assuming there's no issues with server's network configuration (aside of your internet characteristic and PC specs, but it's the host you got problem with...)
3. Our host meets the requirements for running Perfect World for this player amount just fine. In fact, it's one of best hosts we could possibly get.

I guess you're right man. It is what it is, but definitely not great for many players. other server was getting attacked up the sphincter, you forgot to factor that in, but yeah I left that server as well after a few days of playing online.
