Adding new links to specific places wouldn't lower your ping. It would rather increase it, because it would be just another hop on the way to the server which your connection would have to go through, instead of choosing the most effective way. in the end, the server is located in France and this is what determines your latency.
To reduce your ping, use the stable cable connection and avoid wireless one.
