Can't vote on second because first is unreachable

Just tried to vote couple of minutes ago.

First voting site has unreachable origin (Error 523)
and because of that I couldn't vote on the second either.

Why second site won't let us vote if captcha from
the first one can't be completed?

Same and my clint is stuck since 10 minutes in connection to the server like wtf

Yep, I'm having the same issue. It's a problem with the vote site then so nothing we can do but wait till they fix the issue unfortunately.
