Just keep reshaping till you get something good it isn't so hard to shut up, pve and reshape even when luck is lower then your iq.
No matter how much you spend you're never guaranteed to get the stat you want or need.

I rerolled my friend's gear for like 20 mins or so, got 2x ct+mag on top in around 10 tries and the rest of time was getting the pants cause she already had the boots. But anyways, it isn't hard to get tbh, just depends on your luck I guess.
