You probably have missed one of these;
1. Third fairy not activated.
2. Not enough spirits/coins.
3. Trying to learn to learn the skill outside Hell/Heaven.

As im sage ive tried in heaven and in 1k, spire, etc, have yet to try dw trainers tho and i might see if i have to do it in lost   cuz itd be hella weird if i had to learn it in hell XD

its either : 3rd fairy not activated or the book you are trying to learn is demon, also all books need to be learned inside either hell or heaven

You probably didn't see the third fairy in your inventory. Go to God's Giving and buy the Third Fairy from the first tab.

Btw, you can enter Lohtranis because the first fairy unlocks Hell/Heaven.

The book doesn't have a border around it, so definitely he didn't active his third fairy.

You are already Celestial Sage. Ancestral Rage is a lvl 100 skill so you need to learn it in Heaven. Press R and check in your skills list to make sure you haven't already learned it.
