I have to agree. You can already switch the item you're engraving between toons with the account stash. The only effect it would have is make it more convenient because you can keep them all in one place instead of logging back and forth between toons.
You could argue that the logging back and forth between toons is keeping people from getting those OP stats on ornaments. But I mean, really...?
