is there any other way to get tome fragments beside from butique-rare ?

Tome fragments or tome pages?

If u talking about tome pages u can get them with EC / Boutique or by doing GV.

If u talking about tome fragments (those blue things) u can get them on god's giving. 

The "blue things" are called Mystical Tome Fragments, but I think the op is talking about the ones needed for lv7 tomes which are only in the boutique.

They aren't only in the boutique. These can also be gotten from completing a full GV run.
