EPW Psychic Skill Issue

I would like to know where to get the Telekenis skill? I got my Sand Flood skill book from morai skills, then when I'll try to learn it, it doesn't continue, because there is one missing pre-requisite that is Telekenis skill, aside from Sand Trap skill. Please help me on this.

It's a level 100 OHT skill. Should be able to make it in the book forges in 1k. Sorry I can't remember the needed mats to make it tho.
