If the GM has the panel up, they can mute quickly if it becomes a problem.  10 seconds is doable, but like I said, other channels have 6 seconds, which is a mean between extremes.  Some people don't do it to be a nuisance, it's just that the character limit is low (and gets lower when you link items).
