Perhaps a daily quest for 145+ which is avaliable once per account, you do a quest and get 50-100 ancient emblems 

This way people can't abuse it as much as if no level requirement

well i'd say Faction Manager for contri is better since Endless Chase is already pretty good rewarding quest and ppl that are trying to gear themselfs up can't really pk for emblems if you know what i mean

Don't forget you can get 60 ancient emblems per week on each toon by doing the aba and sot weekly

Endless chase is alright if you have friends you pk with but a new player trying to get fully geared before pking might still struggle with them
