EPW Assassin need HELP!

This R8 Demon Assassin need help! It cannot learn this new primal skill, and always show the pop up message. Someone to help with this, and or, any advise for me. What does mean in this? How?

Pray to whatever higher power you truly believe in for interval on you Rank 8. Be Demon. Put cheap skills on your genie such as occult ice. Triple spark, APS enemy to death.
