PW Boutique Agent won't accept Scroll of Tome

I have my Scroll of Tome and want to use it for the Love: Up and Down. For some reason, the PW Boutique Agent won't accept it. Please tell me why or what I am doing wrong. Thank you.

Can't get that Love: Up and Down anymore. Only Pan Gu or the +50 Str/Dex/Vit/Mag tomes at the Tome Forge.
I do not suffer from insanity, I enjoy every minute of it.
