I have finished my primal quest line up to doing fsp my cleric is lvl 142 atm I cannot get my daily quests. my question is, is there a lvl requirement to do the dailies like for instance the tideborn chain can't do that till lvl 145 is primal a 145 lvl requirement also?

Yes, you have to be 145 to do the dailies.
