Yes it resets upgraded Φ and  Ω skills, it doesn't reset Σ  - extreme skills though

another question, would you mind releasing level 11 Soul of Vengeance (first soul skill) for Psychics seeing you have released level11 Soul of Retaliation?

i know Soul of Stunning and Soul of Silence would be obviously broken at their level 11 versions, but taking a look at Soul of Vengeance, i think it's fine and doesn't look really broken from my perspective (again from my understanding).
