remove "Duke shouts" system messages

Well, they really aren't that frequent. Unless, someone stacks and spams, which is pretty difficult and rare. Duke only shouts for WS Belt, Cube Neck, Chiwhen's Scale and Supreme/Ascended Supreme Cape.

Pfft Duke. His card says he has 7 wives....I've got around 14 times more wives.

Yeah, it is annoying when TRafalgar does it. But, it does take some effort on his part and that is still not that frequent. Marriage announcements are a lot more annoying. (Yes, I really shouldn't be talking about this.) Plus, even with 20 ec per pack, it is easily spammable. The Duke only shouts for achievements. Mostly so that their friends etc. can know about it and congratulate.

I don't think there's any point in having this system.

PWI only added it to con people into thinking those token packs had a good reward rate, it's completely pointless here.

I also don't really see why it's such a problem to have it, it's only a minor nuisance at best. Probably not worth the efford removing.
