Need clarification: the star reset thingy

I can't remember the exact name, but yeah.

Anyways, I would like to know, if anyone has tried this and how does it work? I saw that it can reset the cosmos, but I was under the impression that it reset faction merit.  What the heck does it reset?

I have been planning on using this to reset merit to weed out inactives in faction.

Uhm if that link doesn't tell you, maybe this will.

You know how we spend tech points to level structures? And then only we can upgrade those buildings. What the star reset plate does is reset the level of that structure (and reset the building back to level 1) and give you a refund of the tech points.

Ugh, is that all? Was hoping for an easier system to weed out those who are inactive, but have gotten some merit points before the change. :/

What I do to weed out inactive people is to track merit on  a spread sheet, those who gain none in 3 weeks are gone, unless they have given me an afk notice. But the star reset is nice, the leader before me started leveling the manor of justice, not necessary, I was able to take it back to level 1 and get the armory up to level 6.

Thought any of the ones except hall of loyalty and alchemy labs were not necessary.
