Customise INI bug

Hi,
I customised an ini for my Sin , it works for new created character ,   but when I modify the character and save the template to something like sin001.ini , and then overwrite the ini with same content that can create new character,   I cannot apply that template in advanced make over, or modify .

It should be bug as use the same content , I can create a customised new role . and I tried in official pwi , the same content can use for both create new role and modify .

might have something to do with the class ?
if you use a sin code on a bm it won't work
(i might be wrong, but i think thats the problem)
