How to get the pet horse?

Guys, i saw someone has a pet horse following him. how can i get that one? It's not the mount, i guess it's an all-class-pet.
Hoping for someone who knows how to get it.

You can buy at Mount and Pets NPC  located in west arch or any major city.(I believe ur talking bout the white horse wich is also a mount).
