Adding PK zone in 1k would be certainly fun, but probably this server is not designed really well for that. The PK zone wouldn't impact blue name players, so probably a lot of them would still be there, causing quite a bit of unnecessary lag. And who likes to play in lag?
So even though the idea is nice for a PvP enforced server, it simply wouldn't work here, sadly.
People come to a private servers to have a fun gaming. Getting everything served isn't actually fun, it is nice to be able to work on your stuff AND GET IT (the difference between standard pw and here).

Will you even get the simple fact that people that want to pve are not the problem, but people who ruin the pk with their "gank is part of the game", "gank in mass pk? ha ha..." way of thinking are?
