Not sure about 3-1 or 3-2 but all the drops from 3-3 are there in the forges.

In the forges you will find TT 1-3, TT 2-3 and TT 3-3 mats to exchange for EC. That's 3 separate modes at 3 different difficulties and that's all that is needed.
