Sorry I can't find a topic about this, but is it Possible to reset TECH Points?

Sadly you can't,all you can do is level up your BASE and add the tech points to the structure you need them into..

Tech Point Costs:
Every time the base levels up it gains 1 tech point. At level 10 the base will start to get 2 points for every level up. The cost to upgrade in tech points goes up with higher structure levels.

http://pwi-wiki.perfectworld.com/index.php/Faction_Bases#Faction_Exam_Questions_and_Answers_for_Level_3_Monolith  Here is the page on faction base basics from PWI Wiki, from what I can tell Agatio lowered the base leveling exp to half of what the official chart says. Since you put the tech points in the wrong spot you might as well level the building.

One thing I have noticed the higher level the Heavenly Vault (Southern Wing) the more mats  you can store for leveling buildings.
